Title:Program Manager - VALLO

Kentucky Science & Technology Corporation (KSTC) (, a Lexington-based independent and innovative 501(c)(3) non-profit and leader in developing and managing creative initiatives in education, entrepreneurship, R & D capacity, and economic competitiveness, and workforce development, seeks a full-time Program Manager for its multi-year Veterans Accelerated Learning for Licensed Occupations (VALLO) grant from the U.S. Department of Labor's Employment and Training Administration (DOL_ETA).

Position Summary:  Utilize educational or equivalent background to design, coordinate and improve internal and external activities of education and military partners and sub-grantees for VALLO. Direct communication with partner organizations and coordinate grant compliance, execution and reporting. Located in Lexington, KY with some statewide travel required. Reports to KSTC Vice President, Richard Johnson.

Primary Responsibilities:

  • Perform gap analysis between military education and training requirements for civilian occupations.
  • Develop working relationships between state licensing agencies and military schoolhouses and HR managers to ensure curriculum and training are On-line with state licensing requirements for transportation, medical, first responder and licensed trades.
  • Assist and guide education partners with the development of new bridge curriculum and realignment of existing curriculum to address deficits in training programs.
  • Develop database solutions to provide licensing and/or certification agencies, employers and service members with skill analysis tools to identify optimal career link between their military occupational specialty and high-demand civilian equivalents.
  • Identify instances where state licensing boards could waive civilian requirements and award credentials for military service.
  • Advocate for military training and curriculum to become commensurate with national licensing requirements.
  • Advocate for prior learning credit through a comprehensive academic review of military training, on-the-job training and leadership experience.
  • Provide pathways for transitioning military service members and veterans from certification to employment and continuing education.
  • Communicate with DOL-ETA's Federal Grant Management VALLO team and coordinate submission of quarterly financial and program reports and other information as requested.
Primary Responsibilities:
  • BS degree required, MS degree or PMP Certification preferred
  • Background in Education preferred
  • Background in military transitioning service member programs preferred
  • Experience with database management and/or reporting preferred
  • Excellent organizational and interpersonal skills and able to work with both military and civilian partners
  • Strong analytical and written communication skills
  • Experience (2-3 years) with multiple time-sensitive projects in a complex environment
  • Teachable, willing to make informed decisions, think critically and take strategic risks
  • This position requires traveling within the State.
